More State Takeovers of the Schools?

Meg Whitman, more than a little awkwardly, is trying to blame Jerry Brown for the state's takeover of the Oakland schools. It's a strange charge since Brown,as Oakland's mayor, didn't have authority over schools.

While the attack on Brown may be off-base, the subject of state takeovers of schools is an important one.

Such takeovers can be triggered when districts are unable to handle their own finances. And they may become more common as school districts find it difficult to pay their bills.

The next district facing such a prospect is in the Sacramento suburb of Natomas.
