Man Arrested in Oakley Killing

Police say a Northern California man has shot and killed a man and wounded a teenager inside a parked car.

Oakley police Chief Bani Kollo says 21-year-old David Vargas is in jail, where he's been booked for investigation of murder, assault with a firearm and shooting at a vehicle. Bail is set at nearly $2 million.

The chief told the San Francisco Chronicle on Sunday that officers responding to a shots-fired call at about 7 p.m. Saturday found 22-year-old Omar Martinez dead inside a car.

A wounded 16-year-old boy found nearby is hospitalized at John Muir Medical Center in Walnut Creek. Kollo says an argument led to the shootings, but there are no details
