Oakland Carjacking Suspect Surrounded Inside Home

Police surrounded a carjacking suspect barricaded inside a home in Oakland's Highland Terrace neighborhood for hours before the man peacefully surrendered Tuesday afternoon, police said.

Officers first spotted two suspects in a stolen vehicle in the 2100 block of East 24th Street at 10:25 a.m., police spokeswoman Officer Johnna Watson said.

When police tried to detain the suspects, they both ran and one of the suspects barricaded himself inside a residence, Watson said.

Police set up a perimeter and called in the department's SWAT team and a helicopter.

Hostage negotiators made contact with the suspect and eventually got him to come out of the residence and surrender, Watson said. Police said one other suspect remained at large.

Surrounding homes were evacuated and streets were closed.
