Officers found the man walking along the road and detained him, police said, adding that the man was identified as Omar Malik Pettigen, 31.

Authorities conducted a welfare check at about 11 a.m. Tuesday at an apartment on the 3900 block of Monroe Avenue and found a woman in her 60s dead, police said.
