Power Outage in Caldecott Tunnel, Traffic Snarled

A power outage at the Caldecott Tunnel in the Berkeley Hills stopped highway officials from opening one of the bores to westbound traffic Monday morning, which meant traffic snarls on Highway 24.

Officials couldn't switch the middle tunnel from eastbound to westbound traffic, according to the California Highway Patrol. Two of the three tunnels are normally opened to westbound traffic at 4 a.m. to accommodate morning commuters, the CHP said.

Electricity to the tunnel was restored before 7 a.m. and the middle tunnel was opened shortly after that, but heavy congestion was reported.
