Richmond Cops Investigating Housing Authority Contracts

A maintenance manager at the Richmond Housing Authority is under investigation by police for possibly steering $340,000 in work contracts to a company linked to her husband, according to reports.

The Contra Costa Times reports Debra Holter, who was tasked with handling the Hacienda Housing Project. may have funneled maintenance contracts to a company connected to Sidney Holter, her husband.

Debra Holter is on leave while the investigation is conducted, according to the report. Sidney Holter said he "volunteered his time" to oversee the work.

Agency director Tim Jones did not comment to the newspaper.
