Schwarzenegger will hold a news conference with Mayor Chuck Reed and Gov. Ed Rendell of Pennsylvania. The governors are part of a coalition called Building America's Future.

They are calling on the Obama administration to create a national infrastructure bank to help generate investments for projects across the country.

The group will focus on improving the nation's drinking water and wastewater treatment at the Wednesday morning session, which is being held at the at the San Jose/Santa Clara Water Pollution Control Plant.
