America's Most Wanted: ISIS Strategist Who Plots Attacks on West

The American government's most wanted is a top ISIS man credited with planning and inspiring most of the recent terrorist-related attacks in the West, NBC News reported. 

Abu Bakr al-Baghdadi may be the face of ISIS, but Abu Muhammad al-Adnani, the terror group's director of external operations, is the man the U.S. government believes is most likely to cause harm in the West.

That's why he is at the the top of the list. According to NBC News, he is responsible for planning out attacks that have left more than 500 people dead, and helped inspire the massacre in San Bernardino.
