Woman's Body Hanging on Fence Looked Like Halloween Decoration to Neighbors: Report

A woman's body was found dangling from a fence in Ohio on Tuesday, horrifying neighbors who had thought it was a Halloween decoration, according to a local NBC affiliate.

Construction workers eventually removed the body after discovering the woman had been killed, WCMH reports.

A 27-year-old man was arrested in connection with the death, Chillicothe police said in a statement. Her body was found at 8:30 a.m. Tuesday near a fence line at the dead end of a Chillicothe street, which is due south of Columbus.

One neighbor described the scene to WCMH, saying that she thought the body was a Halloween prank.

"The victim had one arm up like this about four feet off the ground, hanging from the fence," Tammy Dixon said.

Construction workers found and removed the body, neighbors told WCMH.

"I heard them over there, the construction guys, yelling. They had taken her down," Dixon said, adding that's when she realized the body wasn't a dummy.

The victim was identified as Rebecca Cade, 31, Police Chief Keith Washburn said, and she is believed to have been killed with a bloody, grapefruit-sized rock found near the scene, according to Upnorthlive.com.

Donnie Cochenour Jr. was arrested Tuesday in connection with the killing and was being held without bail in connection, police said.

Ross County Jail officials didn't know Thursday night if Cochenour was being represented by an attorney. Ross County prosecutors couldn't be reached for comment.
