Supporters can use the "mobile campaign dashboard" to watch clips of Whitman speeches, read her policy proposals and engage in social media with her other supporters.
The former eBay chief executive has sought to employ new technology throughout her campaign and has the money to try nearly anything. Her campaign has already broken California spending records, including $104 million from Whitman's own fortune.
Her ads have been ever-present on radio and TV throughout the summer.
Campaign spokeswoman Sarah Pompei says soon supporters may be able to use the app to call potential voters from their mobile phones.
