Who knew that Fillmore was still under redevelopment? After bulldozing jazz clubs, leveling the "Harlem of the West," then making the city feel contrite enough to ask descendants of displacees to come back, the San Francisco Redevelopment Agency officially lays down its arms on Jan. 1. For the Fillmore District, that is. The fruits of its labors? Yoshi's, a high-rise or two, and a pastel half-Wheel of Fortune.
