The Berkeley city manager is recommending the city crack down on street shrines to murder victims, saying the memorials actually incite more gang violence because of the symbols and paraphernalia they display. And they may be right: the city, which usually sees a couple homicides each year, is up to 10 so far in 2008. Says the management: "The reality is these problems are very deep-rooted and in many cases don't even involve people who live in Berkeley."
