Noe Valley: Details are still trickling in regarding this one, but there's new action at the old Kookez Cafe site. It looks like the deal to the mysterious Tangerine Restaurant Group—unrelated to the Castro's Tangerine—has fallen through, because the new name on a new, pending liquor license is Stefano Coppola, who just happens to be the owner/chef of Lupa a few doors down (and before that, the now-closed Luna Rossa on Hyde).
