Arrest Made in Torture, Killing of Man Whose Body Was Found in SF Bay

Police made an arrest Friday in the gruesome killing of a 23-year-old San Francisco man whose body was found in the bay near Pier 39.

Gerald Rowe was in custody for allegedly torturing, drugging and killing George Randall Saldivar and dumping the body in the bay, according to court documents.

The discovery of Salvidar's body led investigators to a video found in a fourth-floor apartment on Market Street, court documents show.

The video shows Salividar having consensual sex but then cuts to him sitting in a chair with his hands tied behind his back. Documents say the video shows an unknown person and Rowe tying a noose around Salvidar’s neck. Salvidar is then elevated and shot up with a drug, after which he passes out and a bag is placed over his head.

He was stuffed in a suitcase, and a day later the suitcase is removed from the apartment and dumped in the bay, documents show.

The documents did not reveal what led police to the Market Street building.

People who know Rowe told NBC Bay Area he’s lived in the building for three years, and he was "a little strange."

Rowe was charged with murder with special circumstances, lying in wait and torture.

It's unclear if the other person in the video is in police custody.
