A ban on cigarette use in multi-family housing goes into effect in the famously liberal city next May -- and there's a system in place to punish smoking scofflaws, according to KQED.

A smoker will need to be identified by nearby residents, the radio station reported.
After one written complaint, the city sends a warning letter to the smoker. If there are two more complaints, then the city issues a ticket, the news source reported.
