Witness Charlie Green was walking in the area and started recording video with the suspects still at the scene.

"I was walking out, I was taking a break. I saw the people trying to get away," Green said. "I didn’t know what they were doing, I didn’t know what was going on till I got there."

His video captured two people getting into a silver sedan and driving away, leaving the boy bloodied and mangled in the 900 block of 34th Avenue.

"I really thought it was somebody drunk, partying or something," Green said. "I had no idea."

Oakland police are encouraging the driver and passenger to turn themselves in.

"We understand that accidents happen, but do the right thing, make the right choice and turn yourself in," police spokeswoman Officer Johnna Watson said.
