California Vaccine Bill Stalls; Will Come Back Next Week

SACRAMENTO - A California bill that would prevent parents from seeking vaccination waivers for their children because of religious or personal beliefs has stalled in the state Senate.

The Senate Education Committee on Wednesday was the second legislative body to consider the measure that sparked a debate pitting personal rights against public health.

Committee members said the proposal could create a second-class tier of students by depriving unvaccinated children of an adequate education. Supporters plan to bring the bill back next week after revisions to address the concern.

Supporters have said the bill would increase the number of schoolchildren who are vaccinated in the wake of a measles outbreak that started at Disneyland in December.

Opponents say the bill is unconstitutional and tramples on personal rights.
