Arrest Made in Concord Fatal Hit-and-Run

Concord police late Monday said they have arrested a 29-year-old Antioch man in connection to a fatal hit-and-run.

Antioch-resident Tyler Larson was taken into custody after police visited his home and found evidence of the damaged vehicle, officials said.

Police received a tip from the California Highway Patrol, who said they pulled over a vehicle with damage on Sunday night, talked to the driver and let him go.

Officers on Sunday night responded to a report that a vehicle had hit a pedestrian in the area of Willow Pass Road near Fifth Street in Concord around 11:40 p.m., police said.

Surveillance video shows the victim, 46-year-old Yolanda Tiscareno, pushing a shopping cart near a convenience store a block away from where she was hit.

Police said Tiscareno and a friend were walking westbound on the sidewalk before the vehicle, a pickup truck traveling eastbound, swerved off the road, hitting and kill her. The driver then fled the scene, police said.

"It's just shocking. You wake up, you think you hear it on the news and you don't even think about who it was," said Victor Tiscareno, the victim's son. "You find out it's your mother. It's just heartbreaking."

Tiscareno's family gathered at the crash site Monday.

Neighbors said there are too many accidents in the area and blame a blind spot in the roadway for the collisions.
