A Caltrans contract worker who was picking up cones in Milpitas died early Friday when he was struck by an oncoming car, and his legs were pinned against his work truck, severing them almost immediately, according to the California Highway Patrol.
The Santa Clara County Coroner identified the man as 34-year-old Frankie Jimenez of Dixon.
His father told NBC Bay Area: "We're so heartbroken. This is the second son we've lost. He was such a hard worker. We're just asking God to get us through this.
The driver of the vehicle, Adrian Valencia Sanchez of Gilroy, was arrested on suspicion of felony DUI.
Sanchez, 20, needed to be extricated from a 2000 Nissan Altima damaged in the crash and was transported to a hospital.
CHP Officer Ryan Fifield also said a second Caltrans worker was struck in the collision and was taken to the hospital with minor injuries.
The accident, on Interstate Highway 680 near Scott Creek Road, was reported at 2:40 a.m.
CHP officers have also opened a criminal investigation into the death.

Because of the CHP investigation, traffic was extremely heavy during the early-morning commute.
