OPD Wins One in Riders Case

An arbitrator said the city of Oakland had the right to fire two police officers accused of misconduct in the "Riders" police scandal.

Former officers Clarence Mabanag and Jude Siapno were fired after they and two other officers were accused of beating and framing suspects in 2000.

No member of the group known as "the Riders" was ever convicted of a crime.

The arbitrator's decision announced by city officials Wednesday was based only on whether the officers were insubordinate when they refused to cooperate with an internal investigation.

Attorneys for the former officers say they advised their clients not to cooperate because prosecutors planned to file criminal charges.
