From the 1940s to the 1960s, Hunters Point operated as a Naval base and shipyard. The U.S. Navy established the Radiological Defense Laboratory to study the effects of nuclear weapons and perform radiation experiments on animals. The Navy also decontaminated ships that had been exposed to nuclear weapons tests in the Pacific Ocean.

Tetra Tech has won more than $300 million in Navy contracts to remediate leftover contamination at Hunters Point. The company has conducted radiological surveys of buildings, characterized contamination, performed remediation and decontaminated and demolished buildings.

Anthony Smith worked as a radiation control technician on Hunters Point. As part of his job, Smith collected soil samples, which were tested for radiological contamination.

Smith says beginning in 2009, Tetra Tech supervisors instructed him to replace potentially contaminated soil with clean soil. He says the switching of the soil samples happened out of public view inside green Conex containers, like the one pictured here. Smith says his supervisors told him to bring the clean soil samples to the computer lab for analysis and get rid of the contaminated soil.

Hunters Point will be redeveloped into parks, retail space and homes. People have already started moving into condos at Hunters Point.
