San Francisco police and business owners are working on a plan to deter prostitution at Union Square.
Shop owners said prostitutes can be seen working in the area between 11 p.m. and 4 a.m.
"The police may know about it, but there aren't any under covers I've seen down here working it," said Chuck Davis, a longtime San Francisco resident.
Police said they plan to clean up Union Square, but also want to focus on human trafficking and helping women who have been forced into prostitution.
