Woman Struck, Killed in Collision Near Stockton Tunnel

The driver of a vehicle that struck and killed a female pedestrian in the vicinity of the Stockton Tunnel in San Francisco's Chinatown district Saturday morning has been arrested for vehicular manslaughter, according to a police spokesman.

Shortly before 10 a.m., police received a report of a vehicle collision near the intersection of Stockton and Sacramento streets, San Francisco police Officer Albie Esparza said. As the driver turned toward the Stockton Tunnel, police said he hit the woman crossing the street.

Emergency crews responded to the area and declared the pedestrian, described as an Asian female, deceased at the scene, according to Esparza.

"It was the right hand and the lady crossed the street," neighbor David Woo said. "The car hit the lady."

Police were trying to determine who had the right of way.

"We’re going to make a determination as to what signal lights were green and if there was a red hand up," SFPD Cpt. David Lazar said.  "On some of the blocks on Stockton Street, the light may be green but the hand is red."

The driver stayed at the scene and was later arrested on suspicion of misdemeanor vehicular manslaughter and failing to yield to a pedestrian. Police identified him as 40-year-old Calixto Dilinila of San Francisco.

The Stockton Tunnel and the impacted intersection were blocked following the collision and the driver of the vehicle was arrested for vehicular manslaughter, Esparza said.

Neighbors said the Chinatown intersection is dangerous and something needs to be done to make it safer.

They also said the intersection is well-known for drivers being in a hurry.

"For old people, it's dangerous," said another neighbor, who did not reveal his name.  "Because they can't walk fast....They [cars] don’t stop."
