Clinton's Impeachment Should Not Have Been a Distraction

Plenty of people thought it would be a fool's errand to go after Bill Clinton. But was it a distraction from more important issues like the growing threat of terrorism?

Author and Superior Court Judge James E. Rogan says the impeachment process of Clinton could have ended soon if the president was more forthcoming.

In an interview about his new book, "Catching our Flag," the former member of the House of Representatives said Clinton was at the heart of the problem.

"We spent an awful lot of time on President Clinton's impeachment," Rogan said. "Much of that time was spent because he wasn't being very cooperative and was forcing everybody to drag out the investigation."

Rogan said he would have liked to have had the issue over very quickly.
"If the president had not committed perjury and obstructed justice," Rogan said, "none of this would have ever happened."
