‘Heart Sunk': Judge Reacts to Serial Stowaway's Latest Arrest in Chicago

"I can't tell you how disappointed I am right now," the judge said in court Tuesday

Judge William Raines told so-called serial stowaway Marilyn Hartman his "heart sunk" when he saw the 64-year-old had once again been arrested in Chicago.

Raines, who had traveled to California and saw news of Hartman's arrest in the media, had presided over Hartman's case earlier this month, ordering the restrictions on her mental health confinement be relaxed and allowing her to transfer to a facility with more freedom.

"I can't tell you how disappointed I am right now," he said in court Tuesday. "We cant keep doing this over and over again. How many times are we going to revisit this?"

Hartman was arrested on trespassing charges last week when her electronic monitoring bracelet alerted authorities she had violated one of the restrictions placed on her new living guidelines. She had been ordered to stay away from Chicago's O'Hare and Midway airports, Union Station and Greyhound Bus stops.

Raines said he needed more knowledge of Hartman's time and treatment at Chicago's Sacred Heart before he rules on her case. He added Hartman knew the ankle monitor would trip and alarm and authorities the moment she wandered onto O'Hare's property.

"I want assurance she is getting the help she needs," he said.

Hartman will remain at Cook County Jail until officials at Sacred Heart and mental health probation officers can appear at her next court appearance on March 3.  

“Clients who are in treatment they have relapses," Hartman's attorney said at a hearing last week. "And we have to make sure they are getting the right treatment along the way.”
