Newly released documents offer an insiders' look at how authorities say Mexican cartel kingpin Joaquin "El Chapo" Guzman trafficked drugs to the U.S.

Weekend court filings by prosecutors in Chicago include testimony from two government witnesses in a $1 billion trafficking conspiracy.

Chicago twins Margarito and Pedro Flores cut deals to buy tons of narcotics from Guzman in the 2000s and later began cooperating with U.S. investigators.

Their statements portray a well-organized network relying on trains and submarines.

They also describe rules about who bore responsibility if authorities seized shipments. Guzman's Sinaloa cartel was responsible until the drugs crossed the border. If they were seized between the border and Chicago, the brothers had to fully compensate the cartel. But the twins say shipments were rarely interdicted.

Mexican authorities arrested Guzman this year.
