The Raiders were expected to make a change at right tackle. Less than two hours before taking on the Colts, that change was announced as Austin Howard is inactive for the day.
Howard has started 10 of the 11 games he has played in this season. Menelik Watson is expected to take over the starting job.
Oakland will also be without Connor Cook, Antonio Hamilton, Karl Joseph, Denver Kirkland, Stacy McGee and Branden Jackson.
