    A closed building that has sat empty in South San Jose for 3 years is supposed to be a SJPD substation. The city actually opened the building in 2010 for a celebration. Once the celebration ended the building was emptied and locked. This month the substation is on the priority list for the next city budget. George Kiriyama reports.
