California accounted for more than a quarter of the nation's foreclosures this financial quarter. On the nation's worst-hit list of cities, six of the top ten are CA towns. Oakland holds the #10 spot; San Francisco, #51. Fortunately: September defaults were down from August numbers, which seems to indicate that new laws aimed at at least slowing down the foreclosure process appear to be working.
