Peskin & Pals are laboring over their graphing calculators in North Beach, tweaking the menu math in a 318-page bill that seeks to prevent the neighborhood from being overrun by new bars and restaurants; as it stands, if passed, the bill will allow bars and restos to overtake those that have closed— and prevent new ones from moving into empty storefronts, thus keeping the overall foodie population in check by limiting the definition of what makes a bar, and what makes a restaurant.
