Is Prop 13 Shielding Corporate Land Owners?

Phil Ting, the assessor-recorder of San Francisco, says the much-loved anti-tax initiative has a flaw: it shields companies and corporate property owners from paying their fair share of taxes. He says homeowners pay a disproportionate amount of property taxes in California and, as a result, public schools are short changed.
