Bill Graham Civic Auditorium Blasts “Industrial” Noise to Roust Homeless.

In an effort to prevent the homeless from camping out, the Bill Graham Civic Center is blasting industrial music from 11 p.m. to 7 a.m. to keep people from sleeping outside its doors.
