California School Districts Band Together For Federal Money

Last year, the state of California wasn’t able to secure hundreds of millions of dollars in federal funds through a waiver from the No Child Left Behind law. So this year, nine school districts — including San Francisco Unified and Oakland Unified — are taking matters into their own hands and applying directly to the federal government for money.
