Housing, Immigration Await California Lawmakers in Last Week

Lawmakers take a three-month break beginning Friday and will return in January.

Hundreds of bills await action by California lawmakers as the Legislature begins its last week of business this year.

Many of the year's highest-profile issues have already been settled, including a gas tax hike and cap-and-trade program to address climate change. But other priorities, including housing, immigration and renewable energy still need action.

Lawmakers take a three-month break beginning Friday and will return in January.

Here's a look at some of the hottest issues left on the agenda:

RENEWABLE ENERGY

California requires electric utilities to get half of their energy from renewable sources by 2030 — a policy credited with helping the state to reduce greenhouse gas emissions despite a growing economy by expanding solar and wind energy.

Senate President Pro Tem Kevin de Leon, D-Los Angeles, is promoting a bill to boost the 2030 target to 60 percent renewables, along with milestones along the way. SB100 would also tell utilities to come up with plans to become fully carbon-free by 2045.

The bill has passed the Senate and is the subject of last-minute wrangling in the Assembly.

The Laguna Beach tower, known by locals as "Pirate Tower" was built by California Sen. William E. Brown in 1926 to provide his family with beach access. Park on PCH at Victoria Beach and watch closely for a stairway that leads to the tower at Sunset Terrace and Victoria Drive. Once you're at the bottom of the stairs, head right toward a group of rocks to find the tower.

Just across the San Diego Bay, the Hotel del Coronado is a historic beachfront hotel in the city of Coronado. It is one of the few surviving examples of a wooden Victorian beach resort and a popular destination for vacationers.

The Gaslamp Quarter is a roughly 16-block historical neighborhood in Downtown San Diego, and is the site of several entertainment and nightlife venues, as well as scheduled events and festivals like San Diego Comic-Con.
Whaley House
The Whaley House is in the Old Town of San Diego. Built in 1857 for the Whaley family, it was designated the most haunted house in America by the television show "America's Most Haunted."
Dana Point Harbor
With its marinas and boutiques, Dana Point Harbor in Orange County is a jumping off point for dolphin and whale-watching cruises.
California State Parks
Mussels cover a cliff next to a tide pool in Crystal Cove State Park in Laguna Beach, one of the largest protected beach areas in California. The 3.2 mile beach extends into 2,400 acres of wilderness and hiking trails, and the Historic District has preserved seaside cottages that were built in the 1930's and 1940's.

Take a ferry from Newport Beach to Balboa Island to try chocolate-covered bananas from the famous banana stand featured in "Arrested Development." Adventurers can try their hand at The Wedge, a surfing spot known for its massive, 30-foot wedge-like waves.The tiny island also features a Fun Zone for children's activities, dolphin watching, and a short ferry ride to Catalina Island.

Lloyd Wright, the son of renowned American architect Frank Lloyd Wright, completed the Wayfarer’s Chapel in 1951 on the coastline of Palos Verdes. The form was built with Redwood Trees and glass, in a style known as organic architecture. Now a ghost town in Pico Canyon, Mentryville was one of the first oil towns to pop up in California. The town has a restored home, barn and Felton schoolhouse. The California Star Oil works company, predecessor to Standard Oil Company, was founded here. The protected area is a quick detour off of the Pacific Coast Highway in Los Angeles County.
California Beaches
Point Dume State Beach features headlands, cliffs, rocky coves and vast beach access. Visitors are known to enjoy swimming, surfing, scuba diving and fishing at the Malibu beach.

El Matador State Beach, known for its caves and arches in its seaside rocks, is a popular spot to photograph swimsuit models and stunning sunsets.

Homey, country-style rooms, cabins and houses with antique furnishings and scenic wood views characterize this Big Sur inn. To add to the experience of a true getaway, none of the rooms have televisions, internet access or phones, and there's no cell phone coverage on the property. After landslides isolated the area in 2017, the hotel was only accessible through a small, dirt footpath. Owners currently hope that PCH access will reopen at the end of September.

American poet Robinson Jeffers built the Tor House in Carmel-by-the-Sea, following the melancholy, celebratory lines of his poems. Construction began in 1918 and Jeffers designed the house after a Tudor barn in England. After the house was completed, Jeffers built the adjacent Hawk Tower by himself using bricks and stones. In the poem "Ghost," Jeffers said he would haunt the house he built, and visitors say they have felt the spirits of the Jeffers family wandering the grounds 60 years after Jeffers' death.

Bowling Ball Beach is located along Highway 1 near Schooner Gulch. The Mendocino Coast, located along the rugged Northern California coastline three hours north of San Francisco, attracts visitors from all over the world. The "bowling balls" were created after years of oceanside erosion.

The Point Arena Lighthouse is located within the new National Monument on the southern Mendocino County coast. After being destroyed by an earthquake in 1906, the lighthouse was restored and housed the families of lightkeepers through World War II. Visit the Redwood National Park to gaze up in awe at the famous giant trees that surround you. The park is located at the northern tip of California in Tulare County, approximately 15 miles south of the California-Oregon border.

Built in 1865, this lighthouse is located at one of the northernmost points of California in Crescent City. Paranormal enthusiasts believe the lighthouse is haunted by at least one friendly spirit, while others say they have felt the presence of one child and two adults. The active alert system is still in use and a lightkeeper lives inside the building.

CAP AND TRADE MONEY

A long list of lobbyists and interest groups has lined up to convince lawmakers they deserve a piece of more than $1 billion of money generated by California's cap-and-trade program to address climate change.

Gov. Jerry Brown has proposed spending $1.5 billion to, among other things, reduce air pollution, promote electric cars and clean trucks, cut agricultural emissions and prevent forest fires.

Lawmakers have their own priorities. De Leon, for example, is pushing for a multi-year spending plan to reduce diesel emissions.

Among the other ideas: expanding mass transit, reducing woodstoves and diverting organic waste from landfills.

UTILITY REGULATOR VOTES

The Senate still hasn't voted on whether to confirm Brown's two recent nominees to a powerful commission that regulates privately owned natural gas, electric, water and other utilities.

Cliff Rechtschaffen and Martha Guzman Aceves began serving on the five-member Public Utilities Commission in January. But the Senate has until January 2018 to confirm them. It's unclear if a vote will happen this week.

The two nominees faced tough questions from a committee about the PUC's poor public reputation following environmental disasters and other scandals. Critics of Rechtschaffen say he is too cozy with the oil and gas industry.

Senate President Pro Tem de Leon said he has more questions for both commissioners, but his office hasn't said when and how he plans to ask them.

HOUSING

Legislative leaders also have not brought up a promised package of bills to address the state's housing shortage.

The package is likely to include a $4 billion bond for affordable housing and veteran home loans as well as a fee on real-estate transaction documents and to streamline building regulations. But details of the deal's full scope are still absent.

It's an uphill battle to convince two-thirds of the Legislature to support one of the most controversial measures, the fee on real-estate documents that would generate hundreds of millions of dollars per year to fund affordable housing. Some moderate Democrats have expressed reservations about the provision.

The housing funding bills could become more difficult to pass next year, when lawmakers will face more scrutiny ahead of 2018 elections.

IMMIGRATION

Lawmakers have one week left to pass the so-called sanctuary state bill, which would restrict state and local law enforcement agencies from cooperating with federal immigration authorities.

The bill has passed the Senate but faces a tougher test in the more moderate Assembly.

Democrats have flagged it as particularly important since the Trump administration's recent announcement that it is ending the Deferred Action for Childhood Arrivals program, which gives temporary protection to immigrants living illegally in the United States who were brought to the country as children.

LAW ENFORCEMENT

A pair of bills aims to treat child offenders more leniently than adults, including a measure that would prohibit sentencing juveniles to life without parole.

Also left is a measure that would restrict police from cooperating with federal authorities to enforce some federal marijuana laws. California legalized recreational cannabis last year, but the federal government still considers it illegal.

A bill that would limit employers from asking about prior criminal convictions on job applications and one to make it easier for prisoners to ask for a gender or name change are still on the agenda.

HEALTH CARE

The Assembly is likely to vote on a bill that would require drug makers to provide advanced warning before big price increases.

The bill's proponents — including labor unions, consumer advocates and health insurers — hope the required disclosure will discourage companies from making sudden and massive increases in prices, which would be sure to grab headlines. They say it would give drug buyers time to prepare.

The pharmaceutical industry is aggressively fighting the bill, warning that it will lead to drug shortages if drug buyers stockpile medicines before the price rises.
