California's Cap-And-Trade Debuts

California debuts its new, landmark cap-and-trade program with an auction of greenhouse gas pollution permits on Wednesday, despite an eleventh-hour lawsuit filed by the state’s largest business group. State Air Resource Board David Clegern explains the new law. Jodi Hernandez reports.
