Palo Alto Experienced Rolling Blackouts, But They Weren't Supposed to

Palo Alto residents had to endure a rolling blackout Tuesday night, even though they didn’t have to. Cal ISO says they never gave the order to shut power off, but power agencies say they got direct orders from another local power agency. Robert Handa reports.
