Richmond City Council Approves Ordinance to Phase Out Coal

Despite threats of lawsuits from a waterfront coal storage business, the Richmond City Council approved an ordinance Tuesday night to phase out storage of coal and petroleum coke in that city. Pete Suratos reports.
