Steeper Fines Considered in Contra Costa County

In Contra Costa County, an unexpected change of plans. At the start of the day most people expected county supervisors were going to approve a dramatic increase in fines for businesses violating the shelter order. Instead, after a lot of angry testimony and an admission that one of the supervisors had been getting death threats, the supervisors voted the proposal down. Pete Suratos reports.
