Vallejo Police: Teen Arrested For Kidnapping, Duct-Taping Woman

Vallejo police arrested a 14-year-old who they said kidnapped a 65-year-old woman on Thursday evening and bound her with duct tape in an act they called an “egregious physical and sexual assault.” Christie Smith reports.
