Is Legislature Manipulating Voters?

The California legislature in Sacramento shuffles the deck, quietly taking Governor Jerry Brown’s tax measure and putting it at the top of the ballot where, studies show, more people are likely to vote yes. They do this while they keep a rival tax measure by civil rights activist Molly Munger, who they don’t support, at the bottom of the ballot.
