A top Saudi official insisted that the "difference is clear" between the nation's judicial practice of public beheadings and the "arbitrary" executions carried out by ISIS militants, NBC News reported. "When you kill somebody without legitimate basis, without justice system, without court, that is still a crime whether you behead them or kill [them] with a gun," an Interior Ministry spokesman, referring to ISIS' killings, told NBC News. Saudi Arabia, a close American ally in the Middle East, has come under fire from the United Nations and human rights groups for its justice system based on hard-line Islamic law.
