Examining Proposed CA “Driving Fee”

Gasoline prices are low for now, but Californians pay 40 cents per gallon above the national average. Now State Assembly Speaker Toni Atkins wants to tack on an annual $52 “driving fee” as well. NBC Bay Area’s Political Analyst Larry Gerston reports.
