Berkeley City Council Vote on Homeless, Affordable Housing Delayed

Commotion at Berkeley City Hall Tuesday night forced council members to end their meeting without a vote. At stake are rules about where homeless people can sleep, items they can cart around, and how long they can spend outside businesses. Cheryl Hurd reports.
