Giving Student Government a Whole New Meaning

High school senior Cicely Rhodin thinks birth certificates in California should include accents, umlauts, cedillas and other markings. So she proposed a bill in her government class at Piedmont High School and now, months later, lawmakers in Sacramento are debating the idea.
