Judge: Oikos Shooter Not Competent to Stand Trial

An Alameda County court judge on Monday ruled that the Oikos shooter, who killed seven people and wounded three others in a shooting rampage at an Oakland university last year, is not competent to stand trial. NBC Bay Area’s Kim Tere reports from Oakland.
