Near Death of Foster Child Sheds Light on Flawed System

Despite multiple reports of abuse, a 4-year-old child suffered for months, nearly dying from blood loss and trauma while in foster care. Records obtained by NBC Bay Area reveal the Santa Clara Department of Social Services recorded numerous complaints about the injuries from caregivers, relatives and teachers before taking action.
