Sam Liccardo Declares Victory in SJ Mayor Race

City councilman Sam Liccardo declared victory in the San Jose mayoral race on Wednesday, even though there were more than 100,000 ballots left to count as he held a 2 percent lead over his opponent. Robert Handa reports.
