San Francisco leaders will debate a temporary freeze on granting new marijuana dispensary permits until the smoke clears on looming legalization. When the new year rolls around, recreational marijuana will become legal in California. After the board on Tuesday approved new dispensary limits for just the Excelsior District, Supervisor Malia Cohen called for the 45-day moratorium. She wants the board to gauge how marijuana dispensaries will fit into the new state and local cannabis framework.
