SJ Councilman Wants to Hire Homeless to Curb Illegal Dumping

Hoping to clean up a stretch of cluttered roadway in the South Bay, one San Jose city councilman wants to acquire $60,000 in city funds to hire homeless people to clean up the piling debris two to three times per week. Bob Redell reports.
