State of Emergency for Oil Spill, Company Had Pledged to Become Safer

California Governor Jerry Brown on Wednesday issued an emergency proclamation for Santa Barbara County due to the effects of an oil spill near Refugio State Beach. Houston-based Plains All-American Pipeline LP ad previously pledged to improve its pipeline safety and leak detection technology as part of a federal consent decree, court records show.
